Делегація ЄКЗК з 13 по 22 лютого 2024 року здійснила спеціальний візит до Туреччини

Основною метою візиту було вивчення поводження з особами, які утримуються у в’язницях суворого режиму. Ще одним фокусом візиту було становище ЛГБТІ та жінок-ув’язнених.

З нагоди візиту делегація також порушила перед відповідними органами влади певні питання, пов’язані зі становищем ув’язнених, які наразі утримуються у в’язниці суворого режиму типу “Імралі”, зокрема, щодо їхніх контактів із зовнішнім світом.

Під час візиту делегація обмінялася думками з Міністром юстиції Їлмазом Тунчем, заступником Міністра юстиції Рамазаном Джаном, Генеральним директором в’язниць і центрів утримання під вартою Енісом Явузом Йилдиримом, а також з високопосадовцями Міністерства юстиції та Міністерства закордонних справ.

Крім того, відбулися зустрічі з Мухарремом Киличем, президентом Інституту прав людини і рівності Туреччини, який виконує обов’язки голови Національного превентивного механізму (НПМ), членами моніторингових комісій в’язниць Анкари та представниками організацій громадянського суспільства, які працюють у сферах, що становлять інтерес для ЄКПТ.

Наприкінці візиту делегація представила свої попередні зауваження турецькій владі.

Візит здійснили такі члени ЄКЗК: Ганс Вольф, 1-й віце-президент Комітету (голова делегації), Тереза Райттер, 2-й віце-президент, Хуан Карлос Да Сілва Очоа і Марі Кмекова.

Їх підтримували Х’ю Четвінд (Виконавчий секретар), Ельвін Алієв та Моніка Мартінес з Секретаріату ЄКЗК, а також двоє експертів: Юрген Ван Поке, директор в’язниці (Бельгія) та Кейт Вуд, лікар (Великобританія).

The Council of Europe anti-torture Committee (CPT) visits Turkey

The CPT carried out an ad hoc visit to Turkey from 13 to 22 February 2024.

The main objective of the visit was to examine the treatment of persons held in high-security prisons. A further focus of the visit was the situation of LGBTI and women prisoners.

On the occasion of the visit, the delegation also raised with the relevant authorities certain issues related to the situation of the prisoners currently held at Imralı F-type High-Security Prison, in particular as regards their contact with the outside world.

In the course of the visit, the delegation had an exchange of views with Yılmaz Tunç, Minister of Justice, Ramazan Can, Deputy Minister of Justice, and Enis Yavuz Yıldırım, Director General of Prisons and Detention Centres, as well as with senior officials from the Ministries of Justice and Foreign Affairs.

Further, meetings were held with Muharrem Kılıç, President of the Human Rights and Equality Institution of Türkiye, in his capacity as Head of the National Preventive Mechanism (NPM), members of the Ankara prison monitoring boards and representatives of civil society organisations active in areas of concern to the CPT.

At the end of the visit, the delegation presented its preliminary observations to the Turkish authorities.

The visit was carried out by the following members of the CPT: Hans Wolff, 1st Vice-President of the Committee (Head of Delegation), Therese Rytter, 2nd Vice-President, Juan Carlos Da Silva Ochoa and Marie Kmecová.

They were supported by Hugh Chetwynd (Executive Secretary), Elvin Aliyev and Monica Martinez of the CPT Secretariat, and assisted by two experts: Jurgen Van Poecke, prison director (Belgium) and Kate Wood, medical doctor (United Kingdom).
