Council of Europe anti-torture Committee visits Lithuania

Метою цього спеціального візиту було з’ясувати, чи відбулися якісь позитивні зміни з часу останнього візиту ЄКЗК у 2021 році. Зокрема, під час візиту розглядалися заходи, вжиті литовською владою у відповідь на давні рекомендації ЄКЗК щодо поширеного насильства між ув’язненими, великої кількості нелегальних наркотиків у в’язницях та відсутності цілеспрямованих стратегій допомоги великій кількості ув’язнених, які їх вживають. З цією метою делегація ЄКЗК здійснила повторні візити до в’язниць в Алітусі, Маріямполе, Правенішкесі та Вільнюсі.

Під час візиту делегація провела консультації з Евеліною Добровольською, Міністром юстиції, Рокасом Усцилою, заступником Міністра юстиції, Віргініюсом Кулікаускасом, Директором Пенітенціарної служби, а також з вищими посадовими особами Міністерства юстиції та Пенітенціарної служби.

The purpose of this ad hoc visit was to establish whether there had been any positive changes since the last CPT visit in 2021. More specifically, the visit considered the measures taken by the Lithuanian authorities in response to the long-standing CPT recommendations regarding widespread inter-prisoner violence, the abundance of illegal drugs in prisons and the lack of targeted strategies to help the large numbers of prisoners using them. To this end, the CPT delegation carried out follow-up visits to Alytus, Marijampolė, Pravieniškės, and Vilnius Prisons.

During the visit, the delegation held consultations with Evelina Dobrovolska, Minister of Justice, Rokas Uscila, Deputy Minister of Justice and Virginijus Kulikauskas, Director of the Prison Service, as well as with senior officials from the Ministry of Justice and the Prison Service.
